No. USCIS requires a certified translation, not a notarized one. A certified translation includes the translator's signed Certificate of Accuracy. Notarization is not required by USCIS. Some agencies advertise "USCIS-certified" or push notarization as an upsell; both are unnecessary for USCIS.
